How MeshMesh does it

  1. Creates a new user by following the pattern of existing users, with the matching profile, role and naming convention.
  2. Clones an existing user's setup, including profile and role, into a new user.
  3. Assigns permission set licenses, permission sets and permission set groups, checks the result, and reports which ones org license seat limits blocked.
  4. Sends a password reset email and checks the result with a summary artifact.
  5. Inside larger builds, creates users for colleagues on the licence the work needs, such as a Platform licence.

Once accounts exist, the next step is usually Configure User Permission Sets.
